CEN PUBLISHES AMENDMENT TO EN 71-3:2013 "MIGRATION OF CERTAIN ELEMENTS"

In June 2013, the new toy safety standard EN 71-3:2013"Safety of Toys Part 3:Migration of Certain Elements"was published. This standard was harmonised by the EU Commission for presumption of conformity with the Toy Safety Directive 2009/48/EC (TSD).

In July 2013, “EN 71-3:2013 incorporating corrigendum July 2013”was published. This version of the standard incorporated editorial amendments to indicate that 2 amendments are being planned:

1. A “fast track!” CEN unique acceptance predure (UAP) to provide further details on
☆pH control and adjustment
☆Importance of ensuring test portion is wetted and remains well dispersed during agitation
☆Means of agitation
2. Normal CEN amendment process to identify and implement further method improvements, including instrumentation techniques for the quantitation of chromium (VI) under category I and II toy materials
 In October 2014, the CEN published the toy safety standard EN 71-3:2013+A1:2014 incorporating corrigenda July 2013 and October 2014. This new standard is now available on a commercial basis at the national standards organisations such as the British Standards Institution (BSI)
. It is expected that this new standard will be harmonised under the Toy Safety Directive 2009/48/EC (TSD) upon official acceptance by the European Commission (EC) and by publication in the Official Journal of the European Union (OJEU).

The new standard EN 71-3:2013+A1:2014 has a number of important changes,including

☆Maintaining the pH value at 1.2±0.1 durng sample preparation of toy materials

☆Molecular weight of organic tin cations, including Relative Molecular Weight as compared to tributytin (TBT) (Table 3)
 ☆Required portions of organic tin compounds, and their weighing factors, corresponding to 100 mg of organic tin cations (expressed as TBT cation) (Table G.2)
☆Inclusion of UV-Vis Spectrometer with integrating sphere as an alternative analytical technique for chromium (VI)
