CEN Issues EN 71-3:2019+A2:2024 ‘Migration of Certain Elements’

CEN has published amendment 2 to EN 71-3:2019 for the migration of certain elements from toys. Conflicting national standards are to be withdrawn by June 2025.


The main technical changes are as follows:

  1. Removes the de-waxing procedure from products containing grease, oil, wax or similar materials, due to the de-waxing step was found to affect the reproducibility of the test results.
  2. Allows the total migrated chromium (Cr) result to be used to presume the compliance of both chromium (III) (Cr(III)) and chromium (VI) (Cr(VI)) limits.
  3. Allows the total migrated tin (Sn) result to be used to presume the compliance of the organic tin limit.
  4. Emphasizes that composite testing is a modification to the test method.(i.e., composite testing has not been validated in EN 71-3:2019+A2:2024 and may lead to deviating results when applied).
  5. Cites CEN/TS 17973:2023 as the categorization method of slime-type materials.

The new standard EN 71-3:2019+A2:2024 will be given the status of a national standard and the conflicting national standards will be withdrawn by June 2025 at the latest. The standard is expected to become a harmonised standard under the Toys Safety Directive 2009/48/EC after it is accepted by the European Commission and is published on the Official Journal of the European Union (OJEU).
