CEN has published amendment 2 to EN 71-3:2019 for the migration of certain elements from toys. Conflicting national standards are to be withdrawn by June 2025.
The main technical changes are as follows:
-
Removes the de-waxing procedure from products containing grease, oil, wax or similar materials, due to the de-waxing step was found to affect the reproducibility of the test results.
-
Allows the total migrated chromium (Cr) result to be used to presume the compliance of both chromium (III) (Cr(III)) and chromium (VI) (Cr(VI)) limits.
-
Allows the total migrated tin (Sn) result to be used to presume the compliance of the organic tin limit.
-
Emphasizes that composite testing is a modification to the test method.(i.e., composite testing has not been validated in EN 71-3:2019+A2:2024 and may lead to deviating results when applied).
-
Cites CEN/TS 17973:2023 as the categorization method of slime-type materials.
The new standard EN 71-3:2019+A2:2024 will be given the status of a national standard and the conflicting national standards will be withdrawn by June 2025 at the latest. The standard is expected to become a harmonised standard under the Toys Safety Directive 2009/48/EC after it is accepted by the European Commission and is published on the Official Journal of the European Union (OJEU).
